Dr. Golwa was born December 14, 1956 at Kurum (AMPER) in Kanke L.G.A. Plateau State.
He had his earlier education at the Sudan United Mission Primary School, Plateau State between 1962 and 1968 and attended Government Secondary School, Katsina Ala, Benue State from 1969 to 1973, where he had his Higher School Certificate between 1973 and 1975.

He proceeded to Ahmadu Bello University where he bagged a Bachelors Degree in History from 1975 to 1978.

In London, between September and December 1981, he bagged a Post Graduate certificate in information services, News and Creative writing from the Central Office in Information.

In 1997, he got a Ph.D in International Law and Diplomacy from the University of Jos.

Dr. Golwa served Plateau State as Permanent Secretaries in different Ministries: Education, Information and Culture, Establishments, Housing and Service Matters (Cabinet Office) as well as Labour.

He was Executive Secretary, Plateau State Christian Pilgrims Welfare Board and Chief Press Secretary and Director of Media Services to the first and second Governor of Plateau State, Chief Solomon D. Lar and Sir. Fidelis N. Tapgun (KSM) respectively. He also served the then Military Governors ? Col. Joshua M. Madaki, Col. A. A. Kama, Col. Lawrence A. Onoja, Col. M. C. Alli and Navy Commodore S. B. Atukum.

At the Federal Level, Dr. J.H.P. Golwa served as a Secretary/Member to the Security Sub-Committee of the Presidential Implementation Committee (PIC) of the National Action Plan of the Strategic Conflict Assessment (SCA) programme.

He joined the services of the IPCR, where he became the Deputy Director, Conflict Prevention and Resolution and then Acting Director, Conflict Prevention and Resolution and Director Defense and Security Studies.

He was released on leave of Absence for National Assignment in restoring peace and stability in Plateau State during the six-month period of The State of Emergency as Special Adviser to the Administrator Gen. M. C. Alli (rtd).

As Head of Department and Chairman Conference, Workshops and Seminars Committee of the Institute, he has participated in several Training Sessions, Workshops, Seminars, Conferences and Roundtable Discussions in and outside Nigeria on very vital issues affecting Nigeria, Africa and the rest of the World.

Dr. Golwa was the consultant to the Strategic Conflict Assessment (SCA) of Nigeria between 2002 and 2003.

He was also a member of Nigeria Delegation to the Ministerial Summit on New Partnership for African Development (NEPAD) in Yamousoukro, Cote D? Ivoire.

For his positive contributions, he has bagged Awards from several organizations such as the Nigeria Institute for Public Relations (NIPR), Plateau State as Peace Ambassador, Women Education Model Centre Jos, Plateau State, for positive contributions towards improving the welfare of womanhood and the less privilege in society; Nigeria Institute of Journalism (NIJ), for positive contribution to the development of the media profession, amongst others.

He is also a member some notable professional bodies such as Nigeria Institute of International Affairs (NIIA) and Nigeria Institute of Public Relation (NIPR).
